The minimum content that public administrations' electronic offices must have is that established in the regulations. However, it does not specify certain aspects, so the PAs have room for decision to define the structure, design and usability of these offices (among other aspects).
If you are a user organization of the AOC Open Government service, which includes the SEU-e, Transparency, e-TAULER and Open Data services, you have at your disposal a service that allows you to comply with the various legal and general provisions that regulate the basic content of electronic offices.
In addition, to facilitate the use of the service, you have a basic structure and information, which you can adapt if you wish as indicated in the FAQ How to personalize the Seu-e and Transparency?
Please note that, as a user organization of the service, you are responsible for the integrity, veracity and updating of the information and services contained in the electronic office and, therefore, on whom the degree of compliance with these provisions depends.
In this FAQ we explain the structure of the SEU-e service that AOC makes available to public sector organizations in Catalonia, based on the sections that make it up.
The information contained in the “About the electronic office” section of the AOC service relates to:
- Ownership and regulation of the E-SEU: section where information is automatically provided on what the user organization's e-seu is and the owner and the competent body for the management of available services, procedures and formalities are identified. The user organization can personalize this text and can also link, manually, the provisions for the creation of the electronic headquarters and the electronic registry, if any.
- Identification and signature systems of the Seu-e: section where information is automatically provided about the identification and signature mechanisms that 1) can be used by citizens and companies and 2) is used by the organization that uses the service, including automated administrative actions if any. This information can be customized manually.
- Official Day and Time : synchronization with the Royal Navy Institute and Observatory (also on the main page).
The information contained in the “Services and procedures” section of the AOC service corresponds to the updated list of services, procedures and procedures available from the service.
The 3 sections listed below must be manually configured to provide content.
- Services : list of services that the user organization makes available to citizens. Includes a section with citizen service information, the calendar of working days and the Catalog and service letters.
- Complaints and suggestions : included in the list of available procedures.
- Procedures : list of procedures that the user organization makes available to citizens and that can also be processed from the electronic office. It is configured manually in order to provide it with content. In this case, the procedures are links to the processing platform of which the organization is a user (e-TRAM or others) and, therefore, the information for each procedure is that contained in this platform. In general, the procedures that the organizations that use the service link to their electronic office are considered “standardized models for submitting applications” in accordance with the regulations.
- Representation Manager
The “Accessibility” section of the AOC service automatically indicates which accessibility standard the service meets for the people who use it. It also provides information on the complaint channels.
However, the accessibility of the contents and documents depends exclusively on the organization using the service (the AOC has no control or responsibility in this regard).
The information contained in the “Web Map” section of the AOC service is, literally, the structure of the electronic headquarters shown schematically, which makes navigation easier.
The information contained in the “Legal Notice” section of the AOC service refers to the conditions of use of the electronic office, the hyperlink policy used on the portal, the privacy policy and the intellectual property policy.
This section is automatically updated with available information.
The information contained in the “Transparency Portal” section of the AOC service is a link to the Transparency Portal of the organization using the service (given that, in accordance with applicable regulations, it must be accessible from the entity's electronic headquarters).
