e-BID: add lots to the offer once preparation has begun

You can change the lots you want to bid for at any time while the documentation is being prepared and the bid has not yet been submitted. To do this, click on the “Return to form” button at the top of the document preparation page and, once in the form, select the lots you want to bid for.
