Given the changes incorporated in the procedures corresponding to requests for T-CAT, from now on, when the request for a certificate with a position is for a secretary, secretary-auditor , auditor or treasurer , the document proving their appointment by the legally competent body to carry it out, or the document of the taking of possession or cessation that will prove the date on which the position for which the issuance of the T-CAT is requested is actually exercised or ceased to be exercised, must be attached to the request.

This document must be added when making the request for EACAT or sent by email or physically in the event that the request cannot be made through the usual channel.

If a certificate with charge is requested by any of these appointees and the required document is not attached, the certificate request will not be processed and will be cancelled.

In accordance with current local government regulations, these jobs can be filled definitively (competition and free designation) or subsidiarily through provisional appointments, accumulations, service commissions and accidental or interim appointments.

Regarding definitive appointments, it must be taken into account that the normal system of provision is the merit competition (ordinary and unitary, in this system of provision the award of positions is published in the BOE, and also in the DOGC with regard to the ordinary competition) and exceptionally by the free designation system (in which the award of the positions called for is published in the BOE).

With respect to other appointments: provisional, accumulations, service commissions and accidental or interim appointments, the resolution of these appointments corresponds exclusively to the General Directorate of Local Administration.

It should be noted that accidental appointments, prior to the entry into force of Decree 195/2008, of October 7, which regulates certain aspects of the legal regime of civil servants with state-level qualifications in local entities in Catalonia, that is, prior to 10/10/2008, could be made by the presidents of local corporations by Decree or Resolution, in accordance with article 33 of Royal Decree 1732/1994, of July 29, on the provision of jobs reserved for local administration civil servants with national qualifications.

As a result of all the above, it is concluded that the documents that may be accepted by the Digital Certificate Registration Entities as proof of appointments are the following:
