Transparency and good governance resources available to local entities (MUNICAT and Open Government Network of Catalonia)

The MUNICAT portal has a specific section associated with Transparency with many interesting resources for local entities.

This section is formalized based on the contributions of the Open Governments Network of Catalonia (formerly the Transparent Governments Network), and is full of information resources related to the application, by local entities, of Law 19/2014, of December 29, on transparency, access to public information and good governance, and of Decree 8/2021, of February 9, on transparency and the right of access to public information.

It also includes different subsections that allow:

• Learn the details of the explanatory items of the transparency obligations
• Have detailed information on the most frequent questions and answers in the interpretation of the law and the decree
• A space dedicated to aspects of personal data protection
• Resources linked to codes of conduct for senior officials of local authorities
• Resources associated with advertising the training available in the territory (as well as online)
• Administrative document models for processing SAIP files

Finally, the section also has a link to a form that facilitates access to a legal assistance service on matters of transparency offered by the General Sub-Directorate of Legal Assistance and Innovation to Local Administration of the Department of the Presidency.
