In cases where the opening date is mandatory (open award procedure), the tool asks for a public opening date to be reported . You cannot publish because there is no public date , since although in e-Licita you have configured the opening dates you have not indicated that they are published on the Platform .

In these cases, what you have to do is access e-Licita and inform, at least, a public opening date for each of the lots. Check the “Publish opening dates on the platform” field.
