The PSCP's electronic bidding tools allow the configuration of procedures for the presentation of bids in different phases. A Starting from the initial phase configured, it will be possible, from Bidder Management, to open negotiation phases alternating between the two electronic bidding tools, as appropriate.

L'initial state of the phase is "Created" i once l'editing is done, it must be passed-to a l'state "Initiated" in order for it to be published.
