The electronic bidding tools of the PSCP allow the configuration of procedures for the presentation of offers in different phases. From the initial phase configured, it will be possible, from the Bidder Management, to open negotiation phases alternating between the two electronic bidding tools, as appropriate.

The initial state of the phase is "Created" and once the edit is made, it must be moved to the "Initiated" state in order for it to be published.
