The Public Procurement Services Platform (PSCP) is configured as a single portal i complete for a the dissemination of information on l'contractual activity i of the contracting profiles of the contracting bodies of the Generalitat, of the entities that make up l'Local Administration a Catalonia, of the public universities of Catalonia i of the entities of the respective public sectors. This Platform is integrated with the electronic tendering tools that differ a below.

These two e-Contracting tools are made a available to the contracting bodies of Catalonia, which can make-use of them through l'corresponding activation in l'management tool of the Public Contracting Services Platform. In the case of the local world i universities l'activation of these tools is automatic with l'registration a the PSCP.

  • Online submission of offers : allows the submission of offers not enclosed, using a level 3 digital certificate (p.ex: contracts negotiated without advertising, minor contracts, derivatives of a framework agreement, other procedures according to internal instructions i opened with simplified and abbreviated processing). In the “Bidder Management” section of l'virtual space, in the “Received Offers” tab, you can consult the offers that have been received. In order to view the offers received, the user assigned the role of profile administrator must enable this functionality a and authorized persons.
  • Digital Envelope 2.0 (envelope solution): constitutes an enveloped electronic bidding solution for a the presentation i l'opening of offers electronically which guarantees the confidentiality of its content until the moment of l'opening.

L'activation of these functionalities in a given file is configured by defining one of the options under a the basic data tab of l'file a PSCP. Note : if you publish tender announcements in the Contractor Profile i you enable a channel for submitting proposals to procurement files by electronic means, different from these two functionalities, you do not have to activate these i you should mark a l'management tool the fourth option available so that they are not enabled in your contractor profile.

The fourth option “Does not support electronic bidding” remains a l'tool for procedures that must allow the presentation of bids not to be by electronic means according to the exceptions regulated in the regulations i which you can select a through the drop-down menu incorporated into the field.
