The Public Procurement Services Platform (PSCP) is configured as a single and complete portal for the dissemination of information on contractual activity and contractor profiles of the contracting bodies of the Generalitat, the entities that make up the local Administration in Catalonia, the public universities of Catalonia and the entities of the respective public sectors. This Platform is integrated with the electronic tendering tools that are differentiated below.
These two e-Contracting tools are made available to the contracting bodies of Catalonia, which can use them through the corresponding activation in the management tool of the Public Procurement Services Platform. In the case of the local world and universities, the activation of these tools is automatic with registration in the PSCP.
- Online submission of offers : allows the submission of offers not enclosed, using a level 3 digital certificate (e.g.: negotiated contracts without advertising, minor contracts, derivatives of framework agreements, other procedures according to internal instructions and open with simplified and abbreviated processing). In the “Bidder Management” section of the virtual space, in the “Received Offers” tab, you can consult the offers that have been received. In order to view the offers received, the user assigned the role of profile administrator must enable this functionality for authorized persons.
- Digital Envelope 2.0 (envelope solution): constitutes an enveloped electronic bidding solution for the presentation and opening of offers electronically that guarantees the confidentiality of their content until the moment of opening.
The activation of these functionalities in a given file is configured by defining one of the options below in the basic data tab of the file in PSCP. To consult the details of how the two functionalities work, access the Electronic Tendering Support Portal .
Note : if you publish tender announcements in the Contracting Party Profile and enable a channel for submitting proposals to procurement files by electronic means, other than these two functionalities, you do not have to activate these and you should mark the fourth available option in the management tool so that they are not enabled in your contracting party profile.
The fourth option "Does not support electronic bidding" is maintained in the tool for procedures that must allow the presentation of bids not to be by electronic means according to the exceptions regulated in the regulations and which you can select through the drop-down menu incorporated into the field.
