The Via Oberta queries that can be consumed through Hestia are the following:

  • Registry and IDESCAT - Residence Data
  • Registration through the "OV Pròpia" Virtual Office
  • Large family title (TFN)

  • SISPAP - Disabilities
  • Citizen Guaranteed Income
  • Debt situation (TGSS)

  • Individual income level certificate (AEAT)
  • Income certificate for social benefits (AEAT)
  • Income certificate for scholarships (AEAT)
  • Exempt public pensions (AEAT)
  • IMSERSO - Dependency data
  • Personal income tax (with imputations)
  • INSS - Public social benefits
Requirements
  • Have permissions as a professional to be able to consume the data of the Via Oberta query that you wish to consult. If you do not have these, you must manage the registration for the service with the person Responsible for Interoperability of the entity to which the professional belongs.
  • The ABSS must be authorized to consume the Via Oberta query with the type of social services procedure specific to Hestia: “ 0226 Welfare and Health Services (Hèstia)”
  • The ABSS that has authorization to consume the Dependency (IMSERSO) and Public Social Benefits (INSS) data for any of the following generic purposes: Social Services, Social Benefits or Social Services Advice, will be able to make the query from Hestia. Otherwise, the queries must continue to be made from Via Oberta (EACAT).
  • Having identified yourself when accessing Hestia with the double factor with a digital certificate, T-CAT or T-CAT P .
  • In the case of regional ABSSs in which the professionals who access them are from the municipal area and do not depend on the regional council, it will be necessary that:
    • The Interoperability Managers of the city councils have managed the permits for the various consultations available with the forms through EACAT
    • The Interoperability Managers of the city councils have authorized the professionals, giving them permission for each of the necessary consultations.
    • City council professionals must have identified themselves in Hestia with the T-CAT Certificate issued by their city council, otherwise the query button will not be active.

How to request registration for the various consultations?

In order to consume Via Oberta data from Hestia, the ABSS entity must access EACAT>Processes>Consortium AOC>Service Request and download the following forms:

"Request for Via Oberta services" form:

  • Specify the data consumption option via “Integration”, although the integration into Hestia has already been carried out by AOC
  • Mark procedure type “0226 Welfare and Health Services (Hèstia)”.
  • You will find the following services to request:
    • Data from the General State Administration:
      • TGSS - Debts with Social Security and registration status
    • Data from the Generalitat of Catalonia
      • Large family title (TFN)
      • Single-parent family title (TFM)
      • SISPAP - Disabilities
      • Citizen Guaranteed Income
    • Data from local administration
      • Registry and IDESCAT - Residence Data

Form "Request for the AEAT Service Via Oberta":

  • Specify the data consumption option via “Integration”, although the integration into Hestia has already been carried out by AOC
  • You will find the following services to request:
    • Tax obligations for subsidies and aid (AEAT)
    • Individual income level certificate (AEAT)
    • Income certificate for social benefits (AEAT)
    • Income certificate for scholarships (AEAT)
    • Exempt public pensions (AEAT)
  • Indicate purpose " 0226 Welfare and Health Services (Hèstia)".

Entities that already have authorization for any of the consultations only need to request authorization to be able to consume the same data from Hestia with the new purpose “0226 Welfare and Health Services (Hèstia)”.

Once the entity has the relevant authorizations, the person responsible for Interoperability will need to authorize each of the social services professionals who need to access the various options.

Register

If you want to consult the user registration data through Hestia, you have the option of consulting your own data by requesting:

  • Own OV request for the purpose of Hestia
  • Application for the Registry and IDESCAT service – Residence Data, modality “Registration data of a holder (Registration form)”, with the application form that you will find at EACAT>Processes>Consortium AOC>Soc-Services request>Services request from Via Oberta; both options must be authorized with the specific purpose “0226 Welfare and Health Services (Hèstia)”.

The option to consume data from the municipal register itself through the OV is enabled for all professionals registered with the ABSS, however, to consult data from the register of other municipalities or IDESCAT, the Interoperability Manager of the entity will need to assign permissions within EACAT to each professional who needs to make the query from Hèstia.

I don't have the Via Oberta “Consult” button active in Hestia or the query returns an error

In the event that a professional accesses Hestia and sees that one of the Via Oberta queries in the Personal File is not available, they must review the requirements mentioned above with their Interoperability Manager.

On the other hand, it is possible that the organization transferring the data has a temporary incident and that the service that you want to use from Hestia is temporarily unavailable for reasons beyond the control of AOC. The query will be operational again once the incident that caused it has been closed. For more information, see Service Status.

If the Register consultation button is not active:

  • The entity does not have access to the OV service itself. The Interoperability Manager must manage the request.
  • The entity does not have the Registry and IDESCAT service - Residence Data, the modality: Registration data of a holder (Registration form) for the purpose 0226 Welfare and Health Services (Hèstia)”.

The Registry consultation is carried out from the Personal File/Basic Data Tab.

You will need to previously register the documentation and municipality fields in the “Consult the Registry” tab, and press the “consult” button, so that Hèstia displays the data that matches this query.

Subsequently, and if deemed appropriate, the information from the query result can be transferred to the Personal File – name, surnames, date of birth, etc. –. To do this, press the “Copy” button.

The collected address tab and the registry query tab may have non-coincidental data recorded, since we may be working with a citizen who lives at one address and is registered at a different one. It is the professional who decides whether to keep more than one address for the user (the official address returned by the registry query and another alternative address).
