Prerequisites for requesting the service
Personal requirements: to obtain the T-CAT the future holder must be employed by the Catalan public administration that is requesting the T-CAT on their behalf.
Functional requirements: in the case of administration personnel, the entity requesting their certificate must be a user of the EACAT
In the event that you are a healthcare entity (SISCAT Network, Shared Clinical History, Electronic Prescription, etc.) and you need an application certificate, you only need to fill out the application certificate form that you will find in T-CAT Application Forms and send it through SEU-e of the AOC Consortium using the “Generic Instance” option so that it is managed. (Important, it is not necessary to apply for membership in EACAT)

Application/renewal process
The issuance of digital certificates is one of the functions of the AOC Consortium, aimed at providing digital certificates to Catalan public administrations.
The summary of the steps to follow is as described in the options below depending on the specific case:
Option 1: The entity is a user of EACAT and has digital certificates from the AOC Consortium
Access EACAT: Procedures/provider Consortium AOC/AOC-Digital certification service/Subscriber file (EACAT).
Send the updated subscriber sheet: Every time there are changes to the Organization, you will need to send this updated sheet.
Every 2 years it is mandatory to send the subscriber file to guarantee security procedures.
The AOC Consortium will grant permissions to the people indicated on the subscriber form and will communicate this to the entity.
Request certificates through EACAT: Procedures/Consortium provider AOC/Digital certification service/T-CAT: request and renewal of personal or device certificates.
The AOC Consortium or its T-CAT Registration Entity will issue them and deliver them to the person responsible for the service who will be responsible, through the subscriber's folder, for executing the process for delivering the PIN and PUK codes via email and will have the holder sign the delivery sheet.
Option 2: The entity is not yet a user of EACAT nor does it have digital certificates from the AOC Consortium
Register as a user of EACAT (see how to join EACAT)
That the EACAT manager designated by the entity creates the users and assigns them the permissions to operate with digital certificates.
Send the signed Subscriber Profile and the application documentation for the certificates of the people who appear on the profile, digitally signed, through generic transmission of EACAT addressed to AOC, or signed by hand, by post to the following address: Serveis de Certificació Digital (SCD) Carrer Salvador Espriu 45-51 – 08908 – L'Hospitalet de Llobregat; and the AOC Consortium will issue and deliver the digital certificates and pin and puk codes by post, in separate shipments.
The AOC Consortium will grant permits to the people indicated on the form and will communicate this to the entity so that the next request can be made entirely through the EACAT.
Note 1 : The delivery period for certificates issued by the AOC Consortium registration entity is a maximum of 16 working days from the date of arrival of the correctly completed and signed documentation, except for pseudonym and representative certificates which will be a maximum of 20 working days. If you opt for the urgent service, the period will be four working days and is limited to five requests per entity and week. In the case of pseudonym and representative certificates, the urgency will only apply to renewals or in the event of loss, theft, etc.
