From the interoperability service - Via Oberta of the AOC, work is being done on the standardization of models to facilitate and streamline the authorization process for data queries from interoperable services, both within the scope of the General Administration of the State and the Generalitat of Catalonia.
The purpose of these standardized models is to allow public administrations to legally justify the request for data that can be consulted within an administrative procedure and, thus, avoid requirements from the assignor.
Therefore, the specific content that must be indicated when filling out the Via Oberta form is offered, thus reducing time and effort when it is necessary to justify access to the data that you want to consume for specific procedures.
1. First phase: analysis of current authorizations and proposal of models
As a first step to achieve this objective, a review of current authorizations was carried out and, based on this analysis, a first initial block of procedures susceptible to standardization was defined.
Currently, the catalog already has a total of 37 standardized procedures, the result of the consolidation and progressive expansion of new procedures that have been validated by data issuers.
What does a standardized procedure mean?
In order for the data issuer to authorize the consumption of a service, the interested body must carry out several tasks that include conducting a thorough analysis of the procedure:
a) Identification of the procedure? Specify the administrative procedure within the framework of which the data query must be made. For example, “(2860) Application for parking cards for people with disabilities”.
b) Regulatory justification? Specify the article of the regulation that states the need to consult the data. For example, checking the level of income, the disability certificate, the benefits received; among others.
c) Specify the necessary service and its modalities, respecting the principle of proportionality.
d) Legal basis that enables the consultation? Depending on the type of procedure, it is necessary to distinguish whether it is a legal authorization, a non-opposition or exceptionally, an express consent. In these last two cases, it will be necessary to indicate the specific clause of the form in which the interested party can express their opposition, if applicable, or express consent; in addition, it is always necessary to inform the data that can be consulted.
A standardized model helps the entity that needs data for its procedure to save itself all the analysis tasks described above.

Finally, it should be mentioned that the available models include procedures regulated by basic or common regulations for all Catalan administrations, and continue to expand as new cases are validated with the issuing bodies. However, from the AOC we want to continue expanding the catalog of standardizations, incorporating more complex procedures regulated in specific regulations and, at the very least, providing the necessary indications on the articles to look for in the regulations.
2. Second phase: pilots and current situation
A pilot was carried out with several local organizations , with the support of the provincial and regional councils. The objective was to validate the first standardization models on the ground :
This pilot project consisted of the following: each organization reviewed the available models and selected one of the procedures to request authorization from the corresponding data issuer (DGP, DGT, Ministry of Justice, Generalitat de Catalunya, etc.) and verify that the data proposed by AOC were indeed necessary for the proposed procedure models.
This phase allowed for the detection and correction of inconsistencies , adjustment of the content of the models, agreement on common criteria and establishment of a stable framework so that issuers could validate them with guarantees. It is important to emphasize that, until the authorization model has been confirmed and approved by the data issuing body, it will be provisional. Once validated, however, The following authorizations can be processed more quickly, as the procedures have already been previously reviewed and validated.
Once this initial pilot has been completed and the review processes with the issuing bodies have been passed, the first standardized models are now fully operational . They are currently part of the Via Oberta catalog and are used in the processing of authorizations.
2.1. Additional information
Any news regarding the monitoring of these ongoing validations will be reported on the AOC blog so that it is available to all interested entities. Likewise, if you want to propose any specific procedure for its standardization, you can communicate it to the Territorial Advisory and Deployment service area and the Via Oberta service will assess its feasibility and, if possible, it will be added to the catalog of standardized procedures once approved by the data issuers. Entities interested in participating in the pilot can:
Choose a procedure that is already authorized but to which they want to give more legal security because the standardized regulations and the form for the citizen are pre-validated by the data issuers.
Choose a procedure that is not authorized at the time of requesting authorization.

3. Third phase: pilot project for block application of procedures
Within the framework of model standardization, a pilot that allows local entities to request authorization for 19 procedures in a single request , with the aim of simplifying processing and reducing administrative burdens.
This initiative makes it easier to manage several procedures that already have models reviewed and validated by the data issuers at the proposal of the Via Oberta service. The procedures included in this pilot are detailed in the list below, so that we can easily identify which procedures can request. The list may be subject to variations if new procedures are incorporated:
To ensure the regulatory compliance regarding the legal basis for data processing, a proposal for informative clauses is also made available to user entities that are suggested incorporate into application forms addressed to citizens to avoid requirements.
